投标人应具备的资格或业绩： 1）如果投标人按照合同提供的货物不是投标人自己制造的，投标人应提供制造厂商的正式授权书（格式见《机电产品采购国际竞争性招标文件》（第一册））； 2）投标人须提供其开户银行在开标日前三个月内开具的资信证明原件或该原件的复印件(如资信证明中明确注明复印无效的则必须提供该资信证明原件，招标机构保留审核原件的权利)； 3）投标人所投的同型号产品在中国大陆地区的销售数量须不低于12台（套），须提供采购合同关键页复印件及原件备查。 4）其他资格证明文件： ①投标人营业执照或企业注册证明复印件； ②外贸合同签约卖方必须是原厂商或其代理商。若投标人为原厂的中国区代理商，且在外贸合同中以原厂的中国区代理商身份作为卖方，还应出具相应的销售资质证明； ③非中国境内的设备制造商或其代理商需证明其在中国大陆有分公司或者办事机构，提供服务保证。（提供售后服务条款，售后服务机构地址） |

3.Qualification Requirements For Bidder |
Qualifications or Performance：1) if the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, the bidder shall provide the formal letter of authorization of the manufacturer (see international competitive bidding document for procurement of mechanical and electrical products (Volume I)); 2) the bidder shall provide the original or copy of the credit certificate issued by its bank of deposit within three months prior to the bid opening date (if it is clearly indicated that the copy is invalid, the original of the credit certificate must be provided, and the bidding agency reserves the right to review the original); 3) the sales volume of products of the same model submitted by the bidder in mainland China shall not be less than 12 sets, and the copies and originals of key pages of the procurement contract shall be provided for future reference. 4) other qualification documents: ① copy of business license or enterprise registration certificate of the bidder; ② the seller signing the foreign trade contract must be the original manufacturer or its agent.
