3、投标人资格要求

投标人应具备的资格或业绩：1）如果投标人按照合同提供的货物不是投标人自己制造的，

投标人应提供制造厂商的正式授权书（格式见《机电产品采购国际竞争性招标文件》（第一

册））； 2）投标人须提供其开户银行在开标日前三个月内开具的资信证明原件或该原件的

复印件(如资信证明中明确注明复印无效的则必须提供该资信证明原件，招标机构保留审核

原件的权利)； 3）其他资格证明文件： ①投标人营业执照或企业注册证明复印件； ②外

贸合同签约卖方原则上必须是原厂商或其代理商。若投标人为原厂的中国区代理商，且在外

贸合同中以原厂的中国区代理商身份作为卖方，还应出具相应的销售资质证明； ③非中国

境内的设备制造商或其代理商需证明其在中国大陆有分公司或者办事机构，提供服务保证。
